Fed: Christmas road toll climbs to 13

EDS: AAP's Xmas/New Year road toll figures are for the period 0001 December 21 to 2359
January 4. Some state and territory police forces may use different road toll periods.

SYDNEY, Dec 24 AAP - Prime Minister Kevin Rudd recalled his own father's road death
in a plea today for Australians to drive safely, and the nation's Christmas holiday road
toll climbed to 13.

Victoria now has the nation's highest road toll - four - after a woman died in a head-on
collision in the state's north this afternoon.

Mr Rudd earlier pleaded with Australians to remain vigilant about their safety, as
the busiest 48 hours on Australia's roads approaches.

"At this time of year many of us travel long, long distances, driving to see our families
for Christmas and for the new year," Mr Rudd said in a televised Christmas message.

"As someone who lost his dad nearly 40 years ago in a car accident, can I say to everyone:
Please, please drive carefully.

"Take a break, have a rest, make sure you're not driving too tired."

Three motorists have died on Western Australian roads since the holiday road toll period
began on Friday, two people have died on roads in South Australia and NSW, and one each
in Queensland and the ACT.

Tasmania and the Northern Territory remain fatality-free.

Victoria's toll climbed to four when a woman in her 70s died instantly in a head-on
collision on the Goulburn Valley Highway near Nagambie, 135km north of Melbourne, about
4pm (AEDT) today.

NSW Police Commissioner Andrew Scipione said police would be proactive in patrolling
roads this festive season.

"We've got every available officer out, particularly in some of the country areas,"

Mr Scipione told reporters in Sydney.

"All leave has been cancelled, and they are ready, and they are waiting."

Mr Scipione said the next 48 hours were traditionally the busiest and most congested
on the nation's roads.

"When it is wet, slow down ... If you're tired, stop, and if you're going to drink,
don't drive," he said.

"Don't let one moment of madness on the road ruin your life and create a tragedy for others."

Last year 61 people died on the nation's roads during the Christmas-New Year period.

Qld: Beattie explores legal options over Howard intervention

Qld: Beattie explores legal options over Howard intervention

BRISBANE, Aug 17 AAP - Queensland Premier Peter Beattie is examining his legal options
to counter federal intervention targeting his forced council mergers, even though he believes
the prime minister's move won't work.

Prime Minister John Howard yesterday introduced emergency laws to override state legislation
giving the Queensland government power to sack councils which hold polls on the forced
council amalgamations.

The number of local councils will be cut from 156 to 72 under new Queensland laws passed
last week.

Mr Beattie has threatened to challenge the federal legislation in the High Court.

"Our legal advice is it's (the federal government's legislation) very flimsy," Mr Beattie
told the Seven Network.

Mr Beattie said the federal bill deals with the Australian Electoral Commission's ability
to conduct council plebiscites rather than local councils themselves.

"As I said, it's in the section that talks about the Australian Electoral Commission
being able to offer their services for money," he said.

"It wouldn't last a High Court challenge to be honest. The issue is whether we bother
to do it or not."

Mr Beattie later said in a statement he would examine his legal options over the next
few days, despite believing Mr Howard's "silly stunt would fall over of its own accord".

He said the prime minister's intervention on the council amalgamations was politically
motivated, and the "vast majority" of Queensland councils had accepted the changes.

"John Howard is on the nose in Queensland and he knows it," Mr Beattie said.

"The polls must have really got him spooked if he is this desperate."

Opposition Leader Jeff Seeney said it was Mr Beattie who had to accept that Queensland
communities would get a say on the future of their councils.

He said Mr Beattie should also apologise to councils for threatening to sack them.

"The federal government's new laws aim to give communities back their voice and Peter
Beattie and his (local government) minister (Andrew Fraser) should stop whinging and just
let communities have the say they desperately want," Mr Seeney said.

He urged councils to contact the Australian Electoral Commission as soon as possible
to arrange a local plebiscite.

NSW: NRMA expecting rise in petrol prices over Easter

SYDNEY, April 2 AAP - The NRMA is tipping a rise in NSW petrol prices ahead of this
weekend's Easter break.

NRMA motoring services president Alan Evans said while prices had dropped at the weekend,
he would expect them to rise again over the next few days.

He said prices over the four-day long weekend could reach 140 cents per litre.

"I certainly think we will see a four or five cent increase over the next few days,"

he said today.

"The (Australian Competition and Consumer Commission) ACCC monitoring will moderate
the oil companies' behaviour to some extent but the best thing would be if the prime minister
gave the ACCC real powers."

The cheapest petrol in Sydney today is 118.9cpl, in the south-west, according to the
NRMA website.

The highest Sydney price at 11.30am (AEST) was 129.9cpl.
